Despite the deep and significant disagreements revealed at the outset, the Soviet Government has decided to give careful consideration to the peace proposal of the British Government. The Soviet Foreign Minister, M. Chicherin, announced this decision in a statement yesterday evening, in which he said: ‘The Soviet Union, faithful to its historic mission of establishing peace and understanding among nations, will continue to examine, in complete freedom, the conditions laid down by Great Britain, and will seek to establish an agreement in principle with that Power, keeping in view the special interests and requirements of the Soviet Union. A plenary session of the Central Executive Committee will consider the question further. In the meantime, I request our representatives abroad to transmit the contents of the present declaration to the Governments to which they are accredited.’
