President Rubio of Mexico has informed the Cuban government that unless Cuba immediately ceases sending arms and munitions to the rebels in his country, he will resume military operations against them. The president's communication, which was delivered to the Cuban foreign office on Tuesday, stated that Mexico will continue to regard Cuba as an enemy until the rebels lay down their arms and the practice of assisting them is stopped. It recalled to the Cuban authorities that their government had recently promised to stop supplying rebel war materials, and pointed out that the promise had not been kept. The Mexican chief executive added that he was reluctant to believe the Cuban executive powerless to enforce obedience to the laws of neutrality, and declared himself ready to believe that Cuba was merely negligent in the matter.
