Waste carriers, brokers and dealers wishing to enter the system must prove qualification. Forms can be obtained from any post office. They must be completed and handed in, together with £1, to obtain a registration certificate costing £2, and authorising the holder to carry on business for a year. The fee is returned if the certificate is not used. At the end of the year the holder can renew for a further twelve months on payment of £1.

These licences enable the holder to carry on business in any part of Great Britain, and to purchase, sell, or dispose of waste-paper, rags, and similar articles, either on his own behalf or on behalf of other persons. He must not deal in any articles coming under the heading of "rubbish". The holder of a licence must keep proper books of account, and must not buy from children under sixteen years of age. He must display his registration certificate in a conspicuous place on his premises, and report himself to the police, when required, as a dealer in waste material.
